Can you imagine the first airline that introduces it. You can assure they will have a full plane on board. We travel back and forth and we've all seen many and plenty empty seats. This would be a hit for airlines to fill in those empty seats. It will be more profitable than actually charging. You can be sure I would fly with the airline that provides this service.
