They will simply sell the house even lower to a new buyer.  To top it off, more cream on the pie, the new homeowner will benefit in the long run. They will receive a new home, at a CHEAP price, receive all sorts of tax credit and have a write off, and eventually sell the house in 3 to 5 years when the value goes up and make a killing.</description>
